chrome.windows.update resizes window only for a moment on Ubuntu MATE 17.04

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36
Steps to reproduce the problem:
Run this code from chrome extension
chrome.windows.getCurrent(function (wind) {
chrome.windows.update(wind.id,{width:500,height:300} );
});
What is the expected behavior?
it should resize window to 500x300
What went wrong?
It works fine on Windows 10, but on Ubuntu MATE 17.04 it resizes window only for a fraction of second and then reverts to the previous size.

Does this work in other browsers? Yes
Chrome version: 62.0.3202.94 Channel: stable
OS Version: 10.0

Unable to reproduce the issue on reported version 62.0.3202.94 and latest Dev 64.0.3270 using Ubuntu 14.04 Please find attached screen-cast for your reference and let us know if we have missed any steps in reproducing it
