Keep Android App breaks when stylus is used to annotate a screenshot

Platform: 9901.66.0 (Official Build) stable-channel caroline

Steps to reproduce the problem:
1. Remove stylus from device or tap pen icon on shelf
2. In settings > set Keep as annotating app
3. Take a screenshot
4. In notification > click on annotate image
5. A blank note opens

What is the expected behavior?
The screenshot image opens to annotate

What went wrong?
No image and Keep crashes at some point when trying to send feedback.

Happens in laptop and tablet mode and when taking a full screen or partial screenshot

Did this work before? Yes It broke sometime after 9592.66.0 

Chrome version: 62.0.3202.82  Channel: stable
OS Version: 9901.66.0
Flash Version: 27.0.0.183 /opt/google/chrome/pepper/libpepflashplayer.so

The Squid app works without any issues

I cannot repro this on a Pixelbook - attached is what pops up.

Edit after comment #1:

It works with the Keep Chrome web app.

It does not work with the Keep Android app.

It does work with the Squid Android app

This is what's confusing since both Keep apps are in the options therefore both should work.
