Steps to reproduce the problem:
1. Remove stylus from device or tap pen icon on shelf
2. In settings > set Keep as annotating app
3. Take a screenshot
4. In notification > click on annotate image
5. A blank note opens

What is the expected behavior?
The screenshot image opens to annotate

What went wrong?
No image and Keep crashes at some point when trying to send feedback.

Happens in laptop and tablet mode and when taking a full screen or partial screenshot

Did this work before? Yes It broke sometime after 9592.66.0 

Chrome version: 62.0.3202.82  Channel: stable
OS Version: 9901.66.0
Flash Version: 27.0.0.183 /opt/google/chrome/pepper/libpepflashplayer.so

The Squid app works without any issues
