Regression : Hand pointer is seen on hovering mouse on 'Google play store' text when Play store is disabled in chrome://settings

What steps will reproduce the problem?
(1)Sign in to User -> Go to chrome://settings page -> Scroll down up to section  'Google play store'
(2)Now under 'Google play store' section -> hover mouse on 'Google play store' text  (Play store should not be turned on i.e. 'Turn on' option is available) and observe hand pointer is seen (Please refer video)

Expected: Arrow pointer should be seen on hovering mouse on 'Google play store' text when Play store is disabled as it is not clickable

Actual: Instead hand pointer is seen on hovering mouse on 'Google play store' text  and on clicking nothing happens

This is a Regression issue as same is working fine in M-58

@stevenjb : please confirm the issue

Note : 
1.Issue is seen on latest M-64 also
2.In M-58  under 'Google play store' section  'Enable Google  Play Store on your Chromebook' with Toggle button is available. On clicking text toggle button is enabled  and again clicking disabled (Please refer Expected_ToggleButtonInM-58 Video)
3.In Old settings page  'Enable Google  Play Store on your Chromebook' with checkbox is available. On clicking text checkbox is checked and again clicking unchecked (Please refer Oldsettings Video)
