Regression : 'Network settings' window is seen on clicking 'Proxy settings' option in 'Connect to Network' screen

Issue description

Chrome Version: 63.0.3239.50/10032.37.0 Beta-channel Reks,Candy and Daisy
OS: Chrome

What steps will reproduce the problem?
)Recover build -> In OOBE screen click on 'Let's go' which navigates to 'Connect to network' screen
2)Connect to Wi-Fi Network ->Now scroll down and click on 'Proxy settings' option -> observe 'Network settings' window is seen instead of 'Network proxy for ....'  (Please refer Video)

Note :
1)If the above change is intended then 'Network settings' option should be seen instead of 'Proxy settings' option in 'Connect to network' screen
2)At Uber Tray select 'Network' option ->observe 'Network settings' tool tip is seen for icon and on clicking same 'Network settings' window is seen(M-63 Behavior)
3)In M-62 at Uber Tray 'Proxy settings' tool tip is seen for icon and on clicking 'Network settings' window is seen with network details

Expected: On clicking 'Proxy settings' option in 'Connect to Network' screen 'Network proxy for ....' window with only Proxy details should be seen
Actual: Instead 'Network settings' window is seen

This is Regression Issue as same is working fine in M-61

I think this works as expected (you can configure proxy in the new UI), but assigning to Steven to confirm.

This is WAI as Proxy settings are configurable in the 'Network settings' dialog. 

1. The primary reason for a user to modify network settings is to specify a proxy and I think we want that discoverable in the 'Connect to network' screen.
2. This is expected (I think? the exact steps were unclear).
3. The UI from 62 could only set proxy settings and was replaced with the current UI in 63; this is WAI.

1. During OOBE, setting the proxy is probably the most important thing users need to do so I'm not entirely sure we want to change it. The 'Proxy connection type' should be the first setting in that dialog.

I will defer to tbuckley@ / bettes@ / zalcorn@ WRT whether we want to rename 'Proxy settings' for OOBE.

2. I'm not sure if there was a concern or question here, other than about consistency? In the system tray 'Network settings' seems like the right choice.
