Regression:Close button doesn't appear in 'cookies in use' overlay.

Chrome Version:63.0.3239.52 (Official Build) b8a58abd2f40e10b3457777b6c060798642dad8c-refs/branch-heads/3239@{#495} (32/64-bit) 
OS:Windows (7,8,8.1,10)

Precondition: Enable 'Material design in the rest...' flag from chrome://flags/

What steps will reproduce the problem?
(1)Launch chrome and navigate to any webpage for e.g. https://chrome.google.com/webstore/
(2)Click on lock icon > cookies link button such that overlay appears and observe 

Actual: Close button doesn't appear in cookies in use overlay.

Expected: Close button should be seen in cookies in use overlay.

This is a regression issue broken in 'M63' and below is the manual bisect info
Good Build: 63.0.3230.0

You are probably looking for a change made after 505592 (known good), but no later than 505593 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

That's correct. This was deliberate - see the description for the linked <https://chromium.googlesource.com/chromium/src/+/d51f1314d79b6beea525e6f3a6c8d118fec53bf6>, which includes: "3) Hides the top-right close button"
