What steps will reproduce the problem?
(1)Sign into user >>Open chrome://settings/changePicture page >>click to 'Choose a file'>>Attach a sample screenshot as a file 
(2)After file attached,select any other picture as preview>>now again set the chosen file as preview
(3)Go back to chrome://settings page and Observe the profile icon at People section.

Actual:Google profile icon is seen 
Expected:Chosen file picture preview should be seen

This is a Regression issue as same is working fine in 62.0.3202.97/9901.77.0 stable channel Daisy

Note:
1.Issue is not seen in Linux,Windows OS
2.Able to reproduce the issue on latest M-64
