[All languages] VK not work after special steps

Firmware Google_Link.2695.1.169


REPRO STEPS:
1.Switch to any keyboard
2.Click menu list from the VK, open HW layout
3.Hide VK
4.Open opt-in menu, select Voice input
5.Stop Voice input, click Go back to Main layout
6.Touch any key on the VK
  
Actual result: 
No any response.

Maybe CL 176469994 not cherry-picked to the build used in #3? I can verify the fix again from local google3 build.
