Regression : Vertical scroll bar is not seen in 'Application' section of devtools.

Issue description

Version: 64.0.3268.0 (64-bit)2af1c4f37d23500cc3e71fe058ba4efd55ed35c6-refs/heads/master@{#516147}
OS: Mac OS X(10.12.6,10.13.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Application' section and click on 'Service workers' and then open 'Console drawer' by pressing 'Esc' key and drag it upwards,observe

Actual: Vertical scroll bar is not seen in service worker window
Expected: Vertical scroll bar should be seen in service worker window

This is regression issue, broken in ‘M 64’ and will soon update other info :
Good build:64.0.3255.0
Bad build: 64.0.3256.0

Note : Issue is not seen on Linux and Windows OS.

Using the per-revision bisect providing the bisect results,
Good build: 64.0.3255.0 (Revision: 513030).
Bad build: 64.0.3256.0 (Revision: 513348).

You are probably looking for a change made after 513318 (known good), but no lat
er than 513319 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Correction : Above issue is seen in Windows (7,8,8.1,10),Linux (14.04 LTS) as well.

Still we are able to reproduce the issue on Windows 7, mac 10.12.6 & ubuntu 14.04 using chrome latest Canary-64.0.3273.3 as per C#0.

eostroukhov@, Could you please check and update the bug accordingly as it is marked as stable blocker.

DevTools: Fix service workers list display issues

1. Show scroll (if needed) for the top-level component.
2. Disable scrolls for the individual service worker lists.
3. Fix white background for the "Other origin" list
