on-the-fly font changes are disconcerting

Issue description

Often as I am visiting a page, the text undergoes multiple font transformations, which trigger reformatting of the page, with the associated jumping around.  I see this often on NYTimes pages.  There are at least two changes, perhaps one change in the size, the other in the type (there may be more).  I am not sure if it's something we can control somewhat, or if it's due only to changes in the NYTimes HTML, but it didn't use to be this bad.  I notice this both on my phone and the browser in my Chromebook.

Hm... I never noticed that, can you provide some more information? What's a specific URL you're seeing this on? What phone / android version / Chrome version?

Status: WontFix (was: Untriaged)
This is due to them using webfonts that are, sometimes, slow to load. This can be avoided by using font-display: block or optional. Requires a change on their side though.
