Multi domain support for DeviceLoginScreenDomainAutoComplete

Issue description

Summary:
Chrome policy DeviceLoginScreenDomainAutoComplete to support multiple domains.

Use case:
Customer has secondary and alias domains and they would like to get the option to specify all of them in the policy. When signing in, they would like to get the option to choose the proper domain with drop-down list, then login with username only. 

Motivation:
Easier login only with username. Customer's users are divided using sub-domains, e.g. - students.domain.com; staff.domain.com. That would make it easier to login and not having to type their full username.

Existing workarounds:
Separate OUs in Admin console and configure different domain names in Device management > Device settings > Autocomplete Domain. This still can't meet the demand of users in primary/secondary domains sharing devices.
