[Remoting Mobile] WebRTC audio sink constantly receives data even if the channel is muted

Issue description

Issue is found when WebRTC protocol is being used.

This issue will constantly flood the audio hardware with empty buffer even when no audio packet is being sent to the client, which could increase battery consumption. We should see if we can get the muted info from the stream or if we can pass the muted data to AudioSinkInterface::Data:

Is this separate from bug 718027?

It's not really the same thing... "Muting" here refers to host not sending audio to the client. IIUC the host will mute the audio channel in that case.
