Add HostContentSettingsMap::ClearWebsiteSetting which takes an origin pair

Currently in order to clear website settings/content settings it requires calling SetWebsiteSetting with a nullptr or calling SetContentSetting with CONTENT_SETTING_DEFAULT. We should consider adding ClearContentSetting/ClearWebsiteSetting functions.

Changing this to a Task as it does not seem to be a bug, more like a slight code architecture change.
