Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Steps to reproduce the problem: 1. type in text into a textarea using multiple lines so the scroll bar of the textarea is now visible -- scroll bar MUST BE VISIBLE 2. via inspect and developer tools, add the "disabled" attribute to the textarea 3. now try to expand or shrink the textarea in the browser 4. it will not let you do it What is the expected behavior? textarea should be shrinkable/growable What went wrong? textarea that has scrollbar+disabled does not expand/shrink Did this work before? N/A Chrome version: 61.0.3163.100 Channel: n/a OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 27.0 r0

Seems to work fine in Chrome 60.0.3112.101 (Official Build) (64-bit). Something happened in 61 it looks like. Here is a jsFiddle to demonstrate the issue: https://jsfiddle.net/dyemzo0h/2/

Tested on latest Chrome #66.0.3359.181 and latest Canary #68.0.3437.2 and observed that issue is fixed. Request you to update your Chrome and let us know your behavior. Thanks in advance!!
