Issue descriptionThis is a request from UI review of force-sign-in policy. When force-sign-in is enabled, there is no need to show this dialog as only fresh profile s are allowed.

Suppress the ProfileSigninConfirmationDialog when user sign in with a corp account if force-sign-in is enabled. Because data merge has been blocked before sign in started. Also revert crrev.com/1dfa5cace005d124a5b34f91849e8d266fc37746 as there is no need for that if the dialog is disabled.
