Backlight on pixel book keyboard pulses in certain light conditions

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10106.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3261.0 Safari/537.36
Platform: 10106.0.0 (Official Build) dev-channel eve

Steps to reproduce the problem:
Difficult to reproduce exactly:

1. In a room with medium artificial light conditions (example, LED based "warm/yellow" lights. backlight should start pulsing after a short period (5-10 seconds). Screen should be facing away from the light source (not directly facing the light source)
2. Face the screen/sensor at the light source (or shine one at it), backlight turns off
3. Remove the direct light source against and the pulsing starts again

What is the expected behavior?
Backlight should stay on or off at the various light conditions when using the ALS to determine keyboard backlighting, not pulse.

What went wrong?
No idea what exactly it's trying to do, but it looks like it can't quite decide if it should be on or off when the light is not to bright for a backlight but not to dark for a backlight either.

Manually turning on the backlight (Alt+brightness level key) keeps it on, but there doesnt seem to be any controls to adjust the automatic brightness or to turn it on or off completely.

I made some adjustment that should live in tomorrow canary channel build.

This will be in other release channel once it pass the test for that channel.
