No ZS request when switching between tabs with focused omnibox. |

Issue descriptionChrome Version: 64.0.3260.2 OS: Linux Zero Suggest request is not triggered when switching between two tabs that have the omnibox focused. As far as I know, there is an expectation that a Zero Suggest request is sent every time we switch to a tab that has the Omnibox focused. This expectation is met when switching from a tab that does not have the Omnibox focused to one that does. What steps will reproduce the problem? (1) Open 3 tabs, TAB1, TAB2, and TAB3. (2) Make sure TAB1, TAB2 have the Omnibox focused, but not TAB3. (3) Open chrome://net-internals/#events (4) Switch to TAB3, then to TAB2. Observe a new entry in the network event list corresponding to a zero suggest request for url in TAB2. (4) Switch to TAB2, then to TAB1. What is the expected result? Switching to TAB2, then to TAB1 should generate a new entry in the network event list corresponding to a zero suggest request for url in TAB1. What happens instead? Switching to TAB2, then to TAB1 generated no new new entry in the network event list.
