Identify forced ECT in net::EffectiveConnectionTypeObserver

The chrome://interventions-internals page shows the current effective connection type (ECT), but does not identify if the ECT is a forced value or not.

The InterventionsInternalsPageHandler is a net::EffectiveConnectionTypeObserver, and right know there is no way to know if the ECT value is forced or not.

Flags related previews/interventions including Forced ECT is displayed on "Interventions" tab in chrome://interventions-internals.
