Steps To Reproduce:
(1)Add new user account 
(2)Open playstore and opt-in
(3)

Expected Result:
Should sync all ARC apps.

Actual Result:
After opt-in apps are not synced. after signout and sign in, apps get started syncing.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
