content::DevToolsProtocolTest::WaitForResponse Times out in --enable-viz

All CaptureScreenshotTest are currently timing out.

content::DevToolsProtocolTest::WaitForResponse blocks awaiting a signal which is not generated in --enable-viz.

samans@ you've been recently looking at how DevTools screenshots interact with Viz. The above is a timeout in related tests. Could you triage this?
