Missing "To Run This Test" section of perf bisect bot comment.

On the following bug:

Comment 5 links to "Understanding performance regressions:   http://g.co/ChromePerformanceRegressions".

And that page has instruction saying:
"How do I run the test locally??? Follow the instructions under To Run This Test in the bisect comment."

However, there is no "To Run This Test" message in the comment.
