Issue descriptionChrome Version : Version 62.0.3202.82 (Official Build) (64-bit) On our Lenovo N21 Chromebooks, updated to the latest version, the default wireless SSID is prompting for a "network login page", and upon clicking, opens a generate_204 page (because our network is not setup for a verification page). This can be circumvented by logging in over a guest network, and from there connecting to the default wireless network. This is the only fix we can conjure, and it is extremely inconvenient for our users. I believe this is a result of a NOTREACHED() call as a result of poor network signal (within network_metrics_provider.cc). Once the "this network may require a sign-in page" prompt appears, there is no way I can find to get the device to stop asking for a prompt. I have attached the error log, ALL lenovo 21 devices on our network have the same "NOTREACHED() please report a bug.. etc" error when ran through a Log Analyzer tool.
