Pre-condition: Requires sign in to google.

What steps will reproduce the problem?
(1)Launch chrome ,navigate to Google Calendar.
(2)Click on Create button to Create an event.
(3)Get focus on "Time zone" link by pressing tab, press Enter key and observe.

Actual: Selecting "Time zone" link just displays the current time zone and does not open the overlay.
Expected: Selecting "Time zone" link should display the overlay.

This is a Non-regression issue seen from 'M45' series i.e. 45.0.2404.0
