Unable to enter into Full screen mode after opening 'Sources' section in devtools.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Sources' section and press 'F11' to enter into Full screen mode,observe

Actual: Unable to enter into Full screen mode after opening 'Sources' section in devtools
Expected: Should be able to enter into Full screen mode after opening 'Sources' section in devtools

This is a non-regression issue, seen from M-45 series from build # 45.0.2404.0

Kindly review the attached screenshot for reference.

Note : Issue is not seen on Mac OS.

Thanks for the report.  Might be confusing for users who want fullscreen and don't know about F11==stepInto.  It looks like we always consume these key events, but perhaps we can allow some to flow through.  einbinder@ could you please take a look?

This was fixed. It now only does stepInto if you are paused.
