Regression:Weird flickering of 'Nope' button is seen on mouse hover in translate bubble.

Chrome Version:64.0.3267.0 (Official Build) Revision ea1e6ed62ee1a0d8b790238a5ff54ca90a66497c-refs/heads/master@{#515867} (32/64-bit)
OS:Win(7,8,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to any webpage for e.g. https://news.google.com/
(2)Right click select 'translate to english' option, click on page once translate bubble appears
(3)Now again click on translate bubble and hover mouse on "Nope" option, observed

Actual: Weird flickering of 'Nope' button is seen on mouse hover in translate bubble.

Expected: No such flickering of 'Nope' button should be seen on mouse hover in translate bubble.

This is a regression issue broken in 'M64' and below is the manual bisect info

You are probably looking for a change made after 513360 (known good), but no later than 513361 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
