Regression: Cursor is not seen in 'Name' field even if its focusable on Settings page.

Chrome Version:64.0.3268.0 Revision 2af1c4f37d23500cc3e71fe058ba4efd55ed35c6-refs/heads/master@{#516147}(32/64bit)
OS: Windows(10 Touch device)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://settings/autofill page.
(2) Click on 'ADD' button near Address(Add address overlay is openes) 
(3) Double tap outside ther overlay and observe. 

Actual: Cursor is not seen in Name field even if its focusable.

Expected: Name field should not focusable or Cursor should seen if its focusable.

This is a regression issue, broken in 'M61', will soon update the other info:

You are probably looking for a change made after 487200 (known good), but no later than 487201 (first known bad).
