Regression: All the options are missing on Record a new trace overlay on chrome://tracing page.

Chrome Version: 64.0.3268.0 2af1c4f37d23500cc3e71fe058ba4efd55ed35c6-refs/heads/master@{#516147}(64-bit)
OS: Win(7,8,10),Mac(10.12.6,10.13.2),Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch Chrome and navigate to chrome://tracing page.
2. Click on 'Record' button at top LHS header and observe.

All the options are missing on Record a new trace overlay.
All the options should be seen on Record a new trace overlay.

This is a regression issue, broken in M-64 series, will soon update other info.

Below is manual regression range and bisect info.

Good build: 64.0.3264.0
Bad build: 64.0.3265.0

You are probably looking for a change made after 515515 (known good), but no later than 515516 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
