Console Tabs (Animations, Coverage, Network Conditions,etc) do not open

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. open dev tools
2. click "Customize and control dev tools"
3. hover "more tools"
4. Select "network conditions" or any other option

What is the expected behavior?
the selected tab becomes visible.

What went wrong?
Existing tab remains open (Elements, memory, console, sources, Audits, Network, application, Security, Performance all work. None of the tabs in the "more tools" show up, although a new tab is displayed in the console drawer)

Thanks for the report.  Based on your description, this is intended behavior.  Certain DevTools panels are specific to the drawer at the bottom (e.g. Network conditions).

At this time, there aren't plans to have these drawer panels be top-level panels, but we do pay attention to user metrics for each panel and can make changes in the future.  In the past, we've added the 'Quick source' drawer panel, similar to the top-level 'Sources' panel based on user feedback.
