Issue descriptionChrome Version: 64.0.3267.0 (Official Build) Revision ea1e6ed62ee1a0d8b790238a5ff54ca90a66497c-refs/heads/master@{#515867} (32/64-bit) OS:Win(7,8,10),Mac(10.12.6,10.13.2),Linux(14.04 LTS) What steps will reproduce the problem? (1)Launch chrome and navigate chrome://settings/autofill (2)Click on add button enter details > save, navigate to https://madmath.github.io/samples/paymentrequest/credit-cards/ (3)Click on buy > choose > edit > add , press tab key till focus reaches all fields and observe the scroll bar Actual: Scroll bar doesn't autoscroll evenif the focus traverse to phone/name field. Expected: Scroll bar should autoscroll once the focus is set on particular field(i.e field should be seen as per the focus set) This is a Non-regression issue seen from 'M60' series i.e. 60.0.3105.0
