Accessibility target for message center is wrong

Issue description

Chrome Version: ToT
OS: Chrome OS

What steps will reproduce the problem?
(1) Enable ChromeVox by Ctrl-alt-Z
(2) Move on Search-Left or Search-Right on message center

What is the expected result?
The accessibility target should be shown properly.

What happens instead?
The shown position is not correct. See the attached screenshot.

I found similar bug also exists in app_list.
It seems accessibility rect does not support position update, or is there any way to update the info?
