Bad vertical scroll jank compared to Safari on macOS High Sierra (10.13.1) on complex pages

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.40 Safari/537.36

Steps to reproduce the problem:
1. Load a HTML heavy page (like cnn.com)
2. Scroll rapidly vertically.
3. Open the same page in Safari with the same window size and try the same scroll action

What is the expected behavior?
No jank in either browser

What went wrong?
Chrome is more janky than Safari

Did this work before? N/A 

Chrome version: 63.0.3239.40  Channel: beta
OS Version: OS X 10.13.1
Flash Version: 

Running on a MacBook Pro (Retina, Mid 2012).  Noticed the additional jank after updating to High Sierra.  Compared to Safari to see if everything was running slow or if it was just Chrome, noticed the difference.

Tested in chrome # 63.0.3239.40 and Canary #64.0.3265.0 on Mac OS Sierra 10.12.6 and not able to reproduce the issue.Please find the screen cast for your reference.

@benjaminhill: Could you please let me know if i have missed anything and if possible,Please create new profile without extensions and apps.Re-check once and let us know the observations of the issue which would help us to triage the issue further.

As per comment #5 Tested in Mac High Sierra 10.13 Beta on chrome # 63.0.3239.40 and Canary #65.0.3298.0 and not able to reproduce the issue.Please find the screen cast for your reference.

In house team not having the Mac High Sierra 10.13.1 system adding MTV team to triage the issue further. 

@danakj: Could you please let me know if anything required from my end.
