"Failure reason" step is invalid and exists in Recipe engine because it was used to extend Buildbot UI. 

Currently it is included in Build view's Results section. 

"Failure reason" step should not be a thing on LUCI. Remove it from all views on LUCI.

I think we should do before GA because it looks sloppy and confusing.
