Remove "arc_" prefix from files contained in */arc/ subfolders

Remove "arc_" prefix from files contained in */arc/ subfolders since it's probably not needed, I was thinking to start with:

c/b/cros/arc/
and
components/arc/

I was wondering if this is a good idea, wdyt?

The class names (arc::ArcFooBar) look also redundant. If you shorten arc/arc_foo_bar.h to arc/foo_bar.h, maybe we should rename such classes too? WDYT?

Yes, we had long history with naming both ArcSomething and arc::ArcSomething. Ideally we should standardize this. But practically I am more-less OK with current state. I personally use prefix arc_ for search in files frequently. So I am neutral for this task.
