Chrome is saving administrative_area_name for countries that don't have it?

Issue description

AFAIK, the countries AT, BE, CH, DE, DK, FI, FR, NO, NZ, SG (and others, probably) don't actually have administrative area.  Despite this, during upload credit card save, many of the request that Chrome sends Payments contains it anyway.  Sometimes it's filled with a duplicate of the locality, sometimes with the country's name, sometimes with little more than garbage.

How is Chrome creating these addresses?  It should already know admin area is not a thing for these countries.  If I go to chrome://settings/autofill to manually enter a new address, and pick France, Norway, New Zealand, etc...there's no admin area option there.
