[downloads] download failed when trying to download a google play ad

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Find a search result ad that is a link that opens in Google Play (ie. kitty city game).
(2) Long-press to download.

What is the expected result?
The webpage downloads (ie. long-pressing on a search result that is not an ad for Pokemon Go actually just downloads the info page from Google Play).

What happens instead?
Download fails "for unknown reason."

Does not repro for me in current Chrome builds. Cathy, could you verify? Might be fixed already.

While I don't think I did anything for this, it appears this is fixed.

What could've happened is Google Play initiates an automatic download for the app before which the user can accept or deny, and that would trigger the offline page download to fail... and Google Play no longer does that now.

I'm marking the bug as not repro-able. Feel free to reopen if it's now repro-able
