[offline pages] pause/resume on notification results in download pending

Issue description

Chrome Version: (copy from chrome://version) Beta (63.0.3239.41)
OS: (e.g. Win7, OSX 10.9.5, etc...) Android

What steps will reproduce the problem?
(1) Download an offline page.
(2) Go to the notification and press pause.
(3) Go to the notification and press resume.

What is the expected result?
Notification shows the download is in-progress (resumed).

What happens instead?
Notification shows the download is pending and then the notification shows the download is completed (without the in-progress in-betweens).

Please use labels and text to provide additional information.

This is by design. We only allow one page to be offlined at a time, because low end devices would have hard time with more than one item... That is why when you resume a page download, it may (and most likely will) NOT resume immediately. 

Updating the bug to be a feature request, but I don't see it having much chances.
Perhaps Cathy could include that (or is already planning to look at it) in notifications improvements.
