Android download notification progress text flicker

Chrome Version: Chrome Beta 63.0.3239.41
OS: Android

What steps will reproduce the problem?
(1) Start a download. Or two downloads.(Optional Turn off foreground notification flag in chrome://flags.)
(2) Observe the percentage text on android notification.
(3) The percentage text sometimes flickers.


This might be a front end bug(text changing logic issue), or a backend bug(too many updates).

Tested the issue in Android and could reproduce the issue.

Steps Followed:
1. Launched Chrome Browser.
2. Tried downloading 10 Mb file
3. Observed flickering on download percentage.

Chrome versions tested:
63.0.3239.41

OS
Android 8.1.0

Android Devices
Pixel XL Build/OPM1.171019


Below is the bisect info

Chrome Bad Build  -- 63.0.3239.41

Unable to provide the tool bisect info as getting all builds in the bisect. hence assigning through the manual CL

Seems only happens if we have 2 download notif.

I think this is fixed in the new code path of foreground notification. This also can be observed on M62 if we have 2 notification. We probably can mark it as won't fix.
