MD Extensions: A11y: Allow in Incognito Icon not labelled but focusable

What steps will reproduce the problem?
1. View details for an extension
2. Using chromevox, navigate to the (!) icon

What is the expected result?
(!) Icon should read the warning

What happens instead of that?
(!) Is not labelled, and warning is a separate focusable element

A related issue is that the the area (rectangle) shown for the tool tip is in the wrong place on the screen (this CL adjusts that https://chromium-review.googlesource.com/c/chromium/src/+/765172, but there is sill a separate selection for the icon and the tooltip).

Same fix for this will also fix an issue on Mac OS with voice over not seeing this warning. I'm looking into it.
