geolocation: Audit Android code for potential to keep GPS use even when screen off

Issue description

An internal bug report lists a high number of hours of GPS usage from Chrome for one user.

What is the expected result?
GPS use is stopped if screen is locked.

What happens instead of that?
GPS use continued.


First steps: Find/Create UMA to track how long we keep a lock open.

Because Chrome may be closed at any time we can not rely on a single UMA event recording the total time.  Consult with Metrics team, but consider posting tasks which report UMA periodically (with exponential backoff) so long as the lock is held.

I'm uncertain that UMA data would be useful here. As a first step we should verify that this issue is not reproducible.
