Line should not break after stress symbols ˈ and ˌ

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Anywhere there is ˈ or ˌ in a word
2. 
3. 

What is the expected behavior?
The word should always remain intact and not be broken onto different lines

What went wrong?
Depending on window size, word may be split before ˈ or ˌ

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 62.0.3202.89  Channel: stable
OS Version: OS X 10.13.1

Note - for an example search for ˌʌnˈsæɾ̃əˌtʰeɹɪ on the page linked to above. It has both ˈ and ˌ. Resize the window around and you can see it split in both places.

Able to reproduce this issue on reported version 62.0.3202.89 and on latest canary 64.0.3267.0 using Windows10, Ubuntu 14.04 and Mac 10.12.6 with attached file in comment#2. i.e Word splits into different lines.

This issue is seen from M50[50.0.2661.0]. Hence considering this issue as Non-regression and marking as Untriaged.

Removing Needs-Bisect label as this is Non-regression.
