Steps to reproduce:
1. Launch Chrome, go to chrome://settings/languages, change browser language to 'Kannada'.
2. Relaunch Chrome, navigate to chrome://apps/
3. Right click on 'Web Store' and select 'App info' 
4. Observe the content and scroll bar

Actual: Unwanted scroll bar is seen in 'App info' dialog 
Expected: Scroll bar should not be seen

This is an Regression issue broken in M-64 and below per-revision bisect result
Good Build: 64.0.3256.0 
Bad Build: 64.0.3257.0 

You are probably looking for a change made after 513360 (known good), but no later than 513361 (first known bad).
