Regression:Focus doesn't appear after tap/touch on any field in translate bubble.

Chrome Version:64.0.3267.0 (Official Build)Revision ea1e6ed62ee1a0d8b790238a5ff54ca90a66497c-refs/heads/master@{#515867} (32/64-bit)
OS:Windows 10 touch device 

What steps will reproduce the problem?
(1)Launch chrome and navigate to any webpage for e.g.https://www.facebook.com/
(2)Tap and hold select 'translate to English' from context menu, press "tab" key such that focus appears on 'page language'
(3)Now tap/touch on any other option and observe.

Actual: Focus doesn't appear after tap/touch on any field in translate bubble.

Expected: Focus should appear after tap/touch on any field in translate bubble.

This is a Win 10 touch device specific regression issue broken in 'M64' and below is the manual bisect info

You are probably looking for a change made after 513360 (known good), but no later than 513361 (first known bad).
