Pre condition : Disable material Design in the rest of the browser's native UI flag from chrome://flags

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and zoom in the browser window so as zoom bubble appears.
2. Now click on 'Reset' button,observe

Actual: Weird flickering of 'Reset' button on zoom bubble is seen after clicking on it
Expected: Weird flickering of 'Reset' button on zoom bubble should not be seen after clicking on them

This is regression issue, broken in ‘M 60’ and will below is the Narrow bisect info :
Good build: 60.0.3103.0  (Revision: 472588).
Bad build: 60.0.3104.0 (Revision: 473014).

@varkha : Could you please help to reassign if your change is not the cause for this change.

Note 1. This is a Mac specific issue and not seen on other OS.
Note 2. Unable to perform per revision bisect hence providing Narrow bisect.
