chromium translates tilde to underscore when downloading from packages.debian.org or other sites

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36

Steps to reproduce the problem:
* Intsall and run chromium.
* Go to...
  https://packages.debian.org/stretch/chromium
  https://packages.debian.org/stretch/firefox-esr
* On right of each page, download the...
  <package_name>_<version>-<build_number>~deb9uN.<debian.tar.xz>

What is the expected behavior?
Download the file and it contain the correct tilde before 'deb9uN'.

What went wrong?
File is downloaded with underscore where tilde should be.
