chromium translates tilde to underscore when downloading from packages.debian.org or other sites

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36 Steps to reproduce the problem: * Intsall and run chromium. * Go to... https://packages.debian.org/stretch/chromium https://packages.debian.org/stretch/firefox-esr * On right of each page, download the... <package_name>_<version>-<build_number>~deb9uN.<debian.tar.xz> What is the expected behavior? Download the file and it contain the correct tilde before 'deb9uN'. What went wrong? File is downloaded with underscore where tilde should be. Did this work before?
