Non-Regression : Blue focus doesn't get vanish on moving mouse from 'Add person' option to Sign-out screen

Issue description

Chrome Version: 64.0.3265.0/10123.0.0 dev-channel Gnawty,Parrot and Blaze
OS: Chrome

What steps will reproduce the problem?
(1)1)Sign in to user -> Sign out -> Now in Sign-Out Screen hold on 'Add person' (or 'Shut down' or 'Browse as Guest' or 'Three dot menu' options)observe blue focus is seen
(2)Now move mouse from 'Add person' to screen -> observe blue focus is still seen on 'Add person' (Please refer video)

Expected: On moving mouse from 'Add person' to screen blue focus should not be seen on 'Add person'  i.e. blue focus should get vanish
Actual: Instead blue focus is still seen on 'Add person'

This is Non-Regression Issue seen from M-55

@wzang : Please confirm the behavior

This is intended. Note if we click the mouse then the blue focus indeed vanishes.
