Regression: App Info dialog has excessive top padding with secondary-ui-md

Issue description

Chrome Version: 62.0.3202.94 Revision 4fd852a98d66564c88736c017b0a0b0478e885ad-refs/branch-heads/3202@{#789}(32/64bit)
OS: Windows(7,8,10), Linux(14.1LTS)

Pre-condition: Enabled Material Design in the rest of the browser's native UI flag from chrome://flags

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://apps page.
(2) Right click on app and select App info option and observe app icon.

Actual: App icon is not seen properly on app info overlay.

Expected: App icon should seen properly.

This is a regression issue, broken in 'M62', will soon update the info:

Good Build: 62.0.3182.0
Bad Build: 62.0.3183.0

Note: issue is not seen on Mac OS.

Summary: Regression: App Info dialog has excessive top padding with secondary-ui-md (was: Regression: App icon is not seen properly in chrome://apps page on app info overlay.)
This may be something to fix for m65. This dialog has no title, and the close icon takes up more room under harmony, so it looks a bit funky.
