Feature Request: Two taps on the "Open tabs" button should switch between alternate tabs

Issue descriptionSteps to reproduce the problem: With more than one tab open in Chrome: 1. Click the "Open tabs" button. 2. See a list of the other open tabs. 3. Click the "Open tabs" button again. Observe that your current tab is now back at the front. What is the expected behavior? In Android "N" and later, the "Overview" button at the bottom of the screen allows you you tap it twice in order to switch back and forth between the two latest apps (akin to "cmd+tab" on mac OS). It would be great if the same behaviour occurred when using the "Open tabs" button in Chrome. What went wrong? After tapping the "Open tabs" button twice, the previous tab should be at the front instead of the current tab returning to the front. You should be able to continually switch back and forth between two tabs by continually tapping on the "Open tabs" button. Did this work before? N/A Chrome version: 62.0.3202.84 Channel: stable OS Version: 7.1.1 Flash Version: Keep up the good work!
