System WebView always disabled.

Issue description

THIS TEMPLATE IS FOR FILING BUGS ON THE ANDROID SYSTEM WEBVIEW. GENERAL WEB
BUGS SHOULD BE FILED USING A DIFFERENT TEMPLATE!

Device name: Samsung Galaxy S8+ (G955USQU1AQJ8)
Android version: 7.0
WebView version (from system settings -> Apps -> Android System WebView): 0.0.0.1
Application: Android System WebView
Application version: 0.0.0.1

URLs (if applicable):



Steps to reproduce:
(1) Look at apps.
(2) Enable "show system apps".
(3) Note that System WebView is disabled.

Expected result: Expected result would be that I could enable it, or that it would already be enabled


Actual result: Actual result is that wether I try to enable it from Play Store app page, or from Settings --> Apps, it remains disabled...and has, even though I've updated it and it used to work on both an HTC One M8 and the Samsung Galaxy S7 (I think).

I can Force Stop the app, but "Enable" is grey. When I click on "Enable" in the Play Store Beta section, nothing happens except the screen flickers for a fraction of a second. 

It has never worked on this current phone.

 
One more thing, it didn't work before I updated it. When I did update, I hoped it would be enabled. Not the case.

I can also see in Developer Options that Chrome Stable is the WebView option, as far as I can tell Crime works, and I have  Multiprocess WebView disabled. I had it enabled, but tried to enable it with Multiprocess disabled. Didn't work.

@mkoutsouris -- Thank You the report. Please follow the below steps for WebView --

In Android N the WebView and Chrome packages were combined in order to reduce the update size for users. Updating Chrome also updates WebView. This means that in the Play store the WebView package will appear to be permanently disabled. The Play store WebView entry is only relevant for users with older operating systems, and users who have decided to disable Chrome.

If you need, or are being asked by an application, to update WebView, the action you should take now is to UPDATE CHROME. This should resolve any issues you are currently experiencing.

We would also like to understand what led you to file this bug so that we can reduce the number of users experiencing this issue and work with application developers to direct users to the correct Play store page.

If an application has directed you to update WebView, and sent you to the WebView page in the Play store to do so, please comment on this bug to tell us which application did so.

Finally, if updating Chrome does not stop the application from redirecting you to the Play store, please also provide that information on this bug.

I replied via email, and forgot this detail: I was prompted to install when I first bought this phone, and was downloading all of my apps from the Play Store. Please add this to my last email.
