Start Webapp directly through Chrome if the navigation comes from CCT that previously open by the same Webapp

Issue description

Previously we go to Webapp main activity then get redirected back to WebappLauncherActivity, we can start WebappLauncherActivity directly.

This should also fix bug
https://buganizer.corp.google.com/issues/68778148
