File Manager deletes files if target is moved

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 9592.96.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.114 Safari/537.36

Steps to reproduce the problem:
1. Move large folder A to destination B
2. Move file C to folder A in the meantime
3. Despair as file C is destroyed when 1 completes

What is the expected behavior?
C should end up in A in B, or a folder named A should remain with file C after it's previous contents are moved to folder A in B

What went wrong?
Someone forgot a race condition and consequently files get destroyed. Before removing a folder that has been moved, verify that the folder is empty!

You have to move a folder from Downloads -> Google Drive to repro, as moving around in Downloads is almost instantaneous.

Moving to a USB key or SD card also triggers it, local more is the exception since that's just an update to the filesystem's pointers.
